"...So the white move 1...Rb7 is a clear tempo move. There is no any other reason for white to play 1...Rb7 except to loose tempo...." That's not so simple. I would say that there is no other reason for the arrival of wR to b7 except to be captured for the unguard of c7 :-) The departure of wR from c7 is motivated for losing tempo. The harmful effect of any wR's departure is the guard of c7 (which is surely not the motivation). The arrival is clearly motivated by the (corrective) sacrificing effect which will annihilate the harmful one. So, the pure motivation for moving wR is to lose tempo but the choice of the exact move is motivated by correcting the post-effect of a random departure.

@Massimo How do you mean there is no tempo move. The simple proof that there is a tempo move is that if white is not on the move there would be solution in three moves: 1.Kxc7 a6 2.Rb7 axb7 3.Kd8 b8Q# So the white move 1...Rb7 is a clear tempo move. There is no any other reason for white to play 1...Rb7 except to loose tempo.

1… Rb7 is a pure tempo move because it does not change the play. If we skip the first white's move, we have the same play: 1 ... ~ 2.Rb7 a6 3.Kxc7 axb7 4.Kd8 b8Q# Only square in which wR is captured, changed.

Thanks for the interesting comment. Actually the white rook need not move as the Black king's route to d8 through c7 is already there in the diagram. The try 1...a6 shows that the white's inability to make a harmless move is the trouble. I think the author means "White rook sacrifice because of lack of tempo move".

In this problem Black has an idea. He wants to reach d8 so to be mated by a5P which queens at b8. White has to move his Rook so to let the black King reach d8 via c7. The only move is the nice sac at b7. In this problem we do not have a loss of tempo as the Author says. We have a Rook sacrifice. The 1st try doesn’t work for lack of moves, but this is a different theme from tempo move. This problem was created with one solution only. Adding a new solution brings to nothing better.

Now.. that is an interesting thought, since there have been many realisations of a single tempo move shown by our helpful commentators.
