Very neat and economical. No one can miss the theme here.
I don't see it as a flaw that Pf5 is captured once on the second move and once on the third move. The matrix is so natural that it simply has to be that way.

What does Miloseski's problem look like?

Indeed very nice and very economical. The annihilation at f5 is actually a necessary addition to white play as the promoted black piece needs two more moves to selfblock on b4!

Hm.... if a black pawn on b5 can promote on b4 it can be a HS#2.... :-)

Bosko Miloseski showed the same reciprocal change of promotions with same stipulation and number of moves, but a different (and less harmonic) scheme in FA1125, StrateGems 57 (1/2012):
Kb1 Ra8 Bg8 Sa4 Pb7c4e2e5 - Kb4 Ba3 Pb2b3d3 (8+5).
